Start with 1/4 sheet cake cut in a bar then place on a ¼ sheet board. Base ice in Vanilla Perfect Finish Bettercreme icing with a side ice tip

Place 10 cupcakes on the long side of the cake 5 on each side. Ice cupcakes with an open coupler using Vanilla Perfect Finish Bettercreme icing.

Pipe borders, flag and letters using #8 round tip.

Pipe stars on flag using #14 star tip

Pipe fireworks on cupcakes with #3 round tip by making a series of dots on top as shown
