 Base ice cake with Vanilla Perfect Finish

 Use a EZ icer tip with pink icing in it and make a wave on top of cake

 Use a number 10 tip to place a blue beaded border on top and bottom of cake

 You can place a message on top of pink wave (Happy Birthday )
